Joe also served as a U.S. delegate to the United Nations Commission on International Trade Law (UNCITRAL), further demonstrating his global perspective on financial regulation.
Joe’s career is defined by his relentless commitment to protecting investors and ensuring the integrity of financial markets. Prior to HillStaffer, Joe served as the Director of the Alabama Securities Commission (ASC) for 28 years, where he earned national recognition as one of America’s toughest securities regulators. Forbes described him as “Wall Street’s Worst Nightmare,” while Smart Money magazine included him in its “Power 30 – The Top Financial Players,” citing his remarkable 98% conviction rate.
Joe has served as the only three-term President of the North American Securities Administrators Association (NASAA), where he led efforts to strengthen investor protections and enhance cross-border cooperation in securities enforcement. He also held key roles on NASAA’s Board of Directors and chaired multiple committees, including Enforcement and International Affairs. In addition to his leadership at NASAA, Joe has been a member of the Board of Directors and Treasurer for the National White Collar Crime Center (NW3C) and contributed to critical initiatives such as the SIPC Modernization Task Force and the FINRA Dispute Resolution Task Force.
Prior to ASC, served as in-house corporate counsel for First Alabama Bank (now Regions Financial Corp.) and as a partner at Capouano, Wampold, Prestwood & Sansone in Montgomery, Alabama. He also spent two decades as an adjunct professor at Faulkner University’s Jones School of Law, where he taught securities law and banking. Joe is admitted to practice law in Alabama, Florida, New York, multiple federal courts, and the U.S. Supreme Court.
