CHARLES AUER
Charles Auer is Of Counsel with HillStaffer, and also a Senior Regulatory and Policy Advisor with Bergeson & Campbell PC (http://www.lawbc.com). Mr. Auer, a former Environmental Protection Agency (EPA) Director, brings over 30 years of environmental, chemical, and TSCA expertise to clients with a unique balance of in-depth policy knowledge and scientific proficiency. His inherent understanding of the EPA and how that agency functions allows Mr. Auer to counsel clients on developing strategies necessary to prepare for implementation of new TSCA, but to maintain compliance by each new precedent-setting chemical review, determination, and rulemaking from EPA as well.
Mr. Auer held a number of technical and management positions while at EPA, most recently the Director of the Office of Pollution Prevention and Toxics (OPPT), where he was responsible for implementation of TSCA. He possesses a truly exceptional level of policy and technical expertise in domestic and international chemical regulation, including:
- Chemical testing
- Assessment
- Management of new and existing chemicals under TSCA
- National priority chemicals such as PFOS/PFOA, lead, PCBs & mercury
- Green chemistry
- Pollution prevention
- Safer Choice
Mr. Auer also was a member of the Senior Executive Service with responsibility for managing and leading policy-related organizations ranging in staff size from 50 to 350. He was a member of U.S. negotiating teams that produced strong and successful outcomes in development of the Rotterdam Convention on Prior Informed Consent (1998), Stockholm Convention on Persistent Organic Pollutants (1999-2001), Dubai Declaration on the Strategic Approach to International Chemicals Management (2005-2006), and United Nations Environment Program (UNEP) Mercury Program (2005-2007).
Mr. Auer has authored over 20 publications regarding TSCA, and has an intimate knowledge of the practical and strategic issues facing implementation of the sweeping changes made under the Frank R. Lautenberg Chemical Safety for the 21st Century Act.
