JAIME WERNER

Jaime Werner serves as a Senior Advisor at HillStaffer, bringing more than 15 years of experience building coalitions, advocacy programs, and external partnerships across Washington, D.C.’s nonprofit, association, and political landscape. Her background spanning citizen engagement, retirement-industry advocacy, and grassroots political organizing gives HillStaffer clients a strategist who understands how to mobilize constituencies, cultivate coalitions, and translate outside pressure into legislative results. Jaime’s cross-sector experience allows her to help clients build durable, non-partisan relationships with policymakers, partners, and stakeholders that extend well beyond any single issue campaign.

Prior to joining HillStaffer, Jaime spent nearly a decade at the Congressional Management Foundation (CMF), where she led and supported the organization’s citizen engagement work, ensuring advocates had access to the most current guidance and best practices for engaging with Congress. In that role, she rose from Manager of External Relations to Vice President of Strategy and Development, overseeing partnerships that strengthened Congress’s connection to the American public and helped associations, corporations, and grassroots networks advocate more effectively on Capitol Hill.

Previously, she served as Director of Strategic Partner Relations at the American Retirement Association, where she focused on outreach to financial institutions in the 403(b)/457 retirement market, building relationships that supported the association’s policy and membership goals within the retirement services industry. This experience gave her firsthand insight into how trade associations and financial institutions coordinate advocacy strategy around complex regulatory and legislative issues.

Jaime also brings experience in corporate and PAC fundraising for advocacy organizations and Members of Congress, as well as field organizing and event management for ballot initiatives, issue campaigns, and Congressional races. This combination of fundraising, grassroots organizing, and campaign operations experience equips her to help HillStaffer clients design and execute multi-channel advocacy strategies that engage both policymakers and the public.

At HillStaffer, Jaime leverages her deep bench of relationships across the advocacy, association, and coalition-building community to help clients expand their influence, strengthen their external partnerships, and achieve their policy objectives on Capitol Hill.

Originally from Ukiah, CA, Jaime made her way to Washington, DC by way of Union College in Schenectady, NY, where she earned her BA in Political Science and Philosophy with a focus on Political Ethics. She is a proud resident of Capitol Hill, where she can often be found strolling around the historic neighborhood with her ever-rotating Canine Companions service dogs in training.
