Thomas Rosenfield



Thomas Rosenfield has over 25 years of experience in financial services and public policy. Currently president of HillStaffer, Mr. Rosenfield has extensive experience leading multiple federal and state advocacy initiatives. He guides the firm’s strategic direction and has been instrumental implementing a multilateral focus on financial services, healthcare, and chemicals, successfully representing associations and for-profit companies around the country. Mr. Rosenfield also serves on the Advisory Board of Harmony Asset Management, Chair of APAC (ASAE/American Society of Association Executives), Mentor with the Public Affairs Council, and on the DC-region executive committee of UrbanPlan (Urban Land Institute).

Mr. Rosenfield is known for his strong advocacy, team building, and leadership skills with a history of producing consensus among diverse stakeholders. He has led multiple initiatives for stakeholders from the public and private sectors to build consensus on strategy, and has driven significant success leading highly diverse constituencies of Democrat and Republican caucuses.

Previously, Mr. Rosenfield held executive positions on Wall Street and in the investment sector, including Chief Operating Officer at a Schottenstein Family Office which owned, developed, and operated more than 3 million SF of commercial, retail, and healthcare properties; COO of The Bacon Companies, a residential and hospitality designer and builder; and, president of Expansion Funds America, a national RIA focused on ERISA plan and high net-worth clients. Mr. Rosenfield began his career with Cantor Fitzgerald, working in both the firm’s New York and Los Angeles offices and ultimately directing fixed-income investment activities for public-sector clients including state treasuries, state retirement systems, and municipalities.

Mr. Rosenfield is an active public speaker, and has served as a Guest Lecturer at the ASU/W.P. Carey Graduate School of Business, the ASAE Online Conference for Small Staff Associations, the ASAE Annual Event & Exposition, IMN Institutional Investor Conferences, and the Urban Land Institute. He has previously served as a Lecturer at Arizona State University’s W. P. Carey School of Business/ Masters of Real Estate Program; Executive Committee and Board Member of Urban Land Institute; and Chair of the Government Relations Council at ASAE.

Mr. Rosenfield earned his B.A. in economics from Haverford College, including a concentration in finance the Wharton School at University of Pennsylvania, and J.D. from Tulane University School of Law. He has held NASD (now FINRA) security licenses including Series 7, 24, 63, 65, and 66.
