Robert Young serves as a Senior Advisor of HillStaffer, and brings over twenty-seven years of Pentagon experience and Army leadership to HillStaffer clients and leads strategic advocacy efforts with Congress and the Department of Defense on legislative affairs and appropriations matters.
A Colonel with the Army, Mr. Young’s extensive experience includes multiple leadership roles within the Pentagon, the Army Reserve, and the United States Department of State. He has served as the Chief of Institutional Training and the Director of Government Affairs at the Headquarters Department of the Army/Pentagon, as well as the Chief, Government Relations for the Headquarters Office of the Chief, Army Reserve/Pentagon, and the Executive and Legislative Branch Liaison for the Chief, Army Reserve. In these roles Mr. Young was the primary advisor to Lt. Gen. Jack Stultz and Lt. Gen. James Talley on all Congressional matters, and responsible for developing Congressional and DoD engagement strategies.
Prior to this Mr. Young served as the Chief, Legislative Liaison, for the 99th Regional Support Command/Fort Dix, NJ and was the legislative advisor to the Commanding General, 99th RSC with responsibility for all legislative and political matters. He has also served as the Deputy, Plans and Assessments at the US State Department/Office of Provincial Affairs, where he directed strategic planning for the Office of Provincial Affairs at the US Embassy, Baghdad, Iraq and oversaw 850 personnel. Earlier in his career Mr. Young was a Budget & Programming Officer with the Army Budget Office, a Company Commander (C Company, 1st Battalion, 25th Infantry, Attack Division – Cobra Helicopters), and a Congressional Fellow with Congressman Sanford D. Bishop.
Mr. Young earned a BS in Human Resource Management from the United Stated Military Academy at West Point; an MBA in Finance & Decision Systems from the University of Florida; and, a Master’s Degree in Strategic Studies from the US Army War College. He is a Comemrcial Multi-Engine Rotary Wing Pilot, a Senior Aviator, and a Certified Defense Financial Manager (CDFM).
